The concept of a stroboscope is to visually stop the motion of a vibrating object using illumination when the vibrating object is at the same point in its cycle. This concept has been creatively implemented in the Video Tachometer app, which allows for adjustment of the frame rate of the camera between 0.5 and 240 Hz with increments of 0.01 Hz.
I used this tool to measure the natural frequency of a steel cantilever beam to be 2.73 Hz, which compared well to other methods described here that fell in the range of 2.70 to 2.79 Hz.
